    Job Summary

    This position(s) will be the Subject Matter Expert (SME) for the implementation, management and continuous improvement of the Health and Safety Management System in all areas related to fire prevention, emergency response and crisis management in support of Harley-Davidson Corporate Health & Safety, Corporate Security, facilities and operations.  The primary focus of this position will be on the Juneau Corporate Headquarters, Pilgrim Road Powertrain Operations, Product Development Center, and Tomahawk facilities of the Wisconsin Operations.  Travel is required. 


    Must be able to become certified to teach CPR, First Aid and AED certification classes.


    Key Result Areas

    The employee(s) will be capable of performing the following duties:


    • Provide assistance and support to key stakeholders in the development of standards and solutions for fire prevention and emergency response in compliance with regulatory (OSHA) and best practice standards (ANSI, NFPA, ACGIH, etc.), support the management of existing safety-related policies, programs and procedures, and if required, represent facility in various Corporate Safety Best Practice Groups to implement best practices across the business.
    • Implement a structure that promotes the effective utilization of the Incident Command System.
    • Provide technical fire safety support and consultation to all stakeholders including, but not limited to, incident investigation, interpretation of safety regulations and the application of safety policy, process and procedures.
    • Manage and lead the day-to-day operations and systems of emergency response teams, including, but not limited to, Evacuation Wardens, Harley Emergency Action Response Team (HEART) and chemical spill response.  This includes timely training, maintaining certifications, leading team meetings, coordinating After Action Reviews and maintaining effective team structures to support the teams and overall facility emergency response organization.
    • Consistently demonstrate (at least meets expectation) Expected Behaviors.
    • Must be able to become certified to teach CPR, First Aid and AED certification classes.


    Analysis Audits & Inspections

    • Perform fire hazard assessments to ensure compliance with fire prevention codes, laws, standards and best practices.


    • Ensure that applicable instrumentation is inspected, calibrated and documented per the manufacturer requirements and Quality Department standards.


    • Participate in health and safety audits of the physical environment and the Health and Safety Management System to identify gaps and create recommendations for corrective actions.


    • Develop and administer a system to perform routine inspections and generate work orders when needed to repair out-of-standard equipment.  Such inspections may include:
      • Emergency lighting systems
      • Fire alarm systems and pull stations
      • Fire system control valves
      • Flow testing of sprinkler systems
      • Fire extinguishers
      • Fire pumps
      • Emergency team equipment and supplies


    • Develop systems to monitor, track and retain audits, inspections and corrective actions and ensure that all are effectively completed in a timely manner.


    Fire & Life Safety

    • Ensure all fire suppression systems and related life safety equipment is operational and coordinate required inspections and tests.


    • Consult with facility engineering and operations personnel in the planning, review and approval of all modifications to building and operational designs that impact life safety, egress and suppression systems.


    • Implement a common and standard structure and process for the Uniform Emergency Response Manual for all H-DMC facilities.


    • Assist with the coordination of annual evacuation/ take shelter drills.


    Root Cause Investigation and Corrective Actions

    • Participate in the investigation of incidents requiring emergency response to identify root cause and assist in the implementation of corrective actions identified.


    • Verify the effectiveness of identified corrective actions.

    Communications, Education & Training

    • Must be able to become certified to teach CPR, First Aid and AED certification classes.


    • Assist in the implementation of a communication plan that is targeted to raise awareness and reinforce existing fire prevention, emergency management and other Health & Safety policies, processes and procedures.


    • Participate in the development and delivery of emergency response, crisis management and other safety-related trainings.


    • Work with appropriate stakeholders to provide ICS 100 and 200 level classes to Command and General Staff members of the Crisis Management Teams.


    • Work with the Crisis Management Team Leaders at the appropriate facilities to conduct CMT meetings and table-top Exercises.


    • Develop, track and communicate key performance indicators and reports to demonstrate progress, continuous improvement and engage stakeholders.


    Other Tasks

    • Collect, enter and update data as required.


    • Completion of other related tasks as assigned.


    Job Specifications

    Relevant Education:

    • Minimum two-year degree or equivalent experience, preference in occupational safety, fire safety or related field.


    • American Heart Association BLS Instructor training or the ability to successfully complete.


    • Knowledge of NFPA codes, fire protection systems and/or emergency and crisis management team structures, regulations and best practices standards.


    • Knowledge of the National Incident Management System and the ability to successfully complete ICS 100, 200 and 300.


    Relevant Experience:

    • Working knowledge of workplace safety regulations, fire protection systems, Factory Mutual requirements, NFPA codes and standard safety engineering practices.


    • Demonstrated working knowledge and practical application of problem solving, root cause and decision analysis techniques.


    • Ability to evaluate & improve work place environment for fire prevention


    • Ability to develop and present training


    • Demonstrated self-started with ability to prioritize work with minimal direction


    • Be able and willing to be an active part of the decision making process, be willing to take responsibility and accountability for the group decision


    • Be capable of interfacing and communicating with all levels of the organization, especially to the hourly workforce in order to provide updates as necessary, as well as gain input and perspective to assist in the planning and decision-making


    • Must have a working knowledge of computers and office applications software.


    This position interacts extensively with all levels of the organization, and works in conjunction with Security, Safety and Health Services representatives at all facilities.  Direct supervision of personnel is not a function of this position.
