Onsite at our Memphis, TN Office. 

 

Our canine group, under Allied Universal® Enhanced Protection Services, is hiring an Air Cargo Compliance Manager. The Air Cargo Compliance Manager is responsible for overseeing and ensuring adherence to the Transportation Security Administration (TSA) Certified Cargo Screening Program – Canine (CCSP-K9) program. This includes conducting both covert and overt audits at various subject locations, verifying compliance with canine rest protocols, reviewing screening and training records, and collaborating with internal teams and the TSA to enhance compliance and operational effectiveness. The role requires a detailed-oriented individual with strong knowledge of regulatory standards, auditing procedures, and the ability to address performance issues swiftly to maintain safety and compliance in the air cargo industry. The Air Cargo Compliance Manager will be expected to travel in order to support business operations.

 

RESPONSIBILITIES:

  • Conduct on-site covert and overt audits of CCSP-K9 compliance, with a primary focus on canine rest protocols, including reviewing canine rest logs and Modular Shed logs for accuracy
  • Perform quarterly reviews of a sampling of regulatory documents, ensuring proper documentation and availability for inspection for forty-five (45) days following each review; this process is independent of self-audit requirements outlined in CCSP-K9 Section 9.3
  • Review and verify the accuracy and completion of training records to ensure compliance with TSA standards and CCSP-K9 requirements
  • Ensure audits required under the CCSP-K9 Section are completed according to TSA regulations
  • Assess handlers' understanding of CCSP-K9 compliance requirements through on-site engagement and discussions to ensure proper knowledge and adherence
  • Conduct physical assessments of canine screening materials and tools at subject locations, such as training aid placards and envelopes, to verify their compliance and functionality
  • Identify, address, and ensure rapid resolution of any performance issues discovered during audits or assessments, ensuring minimal disruption to operations
  • Partner and liaise with TSA officials to identify best practices, implement improvements, and ensure compliance with MSA’s CCSP-K9 program
  • Work closely with MSA’s regional directors and managers to disseminate compliance information and coordinate corrective actions following audits
  • Ensure MSA’s TSA Canine Website System (CWS) records are accurate, up-to-date, and complete for ongoing compliance and audit preparedness

QUALIFICATIONS (MUST HAVE):

  • Must be a US Citizen (pursuant to government clearance requirements)
  • Must possess or be able to obtain a TSA Security Clearance
  • Must possess one of the following:
    • Bachelor’s Degree in compliance, business management, operations management
    • Associate’s Degree in compliance, business management, operations management with a minimum of four (4) years of program and project management experience
    • High school diploma or equivalent with a minimum of six (6) years of program and project management experience
  • Minimum of two (2) years of program and project management experience consisting of multiple projects, varying scopes, and competing priorities
  • Minimum of five (5) years of client-facing experience in air cargo compliance, TSA regulations, or related security/auditing fields, with at least two (2) years in a managerial or auditing capacity
  • Strong understanding of regulatory compliance requirements
  • Strong organizational skills; ability to manage multiple priorities simultaneously and prioritize efforts to meet deadlines
  • Ability to perform detailed and thorough audits, identifying compliance gaps and performance issues
  • Excellent communication skills, with the ability to liaise with TSA, regional managers, and handlers effectively
  • Critical thinking and problem-solving abilities to address non-compliance issues and implement corrective actions
  • Proficiency in Microsoft Office Suite and other auditing tools
  • Excellent oral and written communication skills

PREFERRED QUALIFICATIONS (NICE TO HAVE):

  • Experience in law enforcement or a security environment
  • Certified in relevant industry standards (e.g., CCSP-K9, airport security, aviation safety)
