Job Description

Allied Universal® is hiring a Government Proposal Development Manager. The Government Proposal Development Manager Is responsible for the technical proposal responses for government and public agency Request for Proposal (RFPs). This role ensures the delivery of high-quality, compliant proposals aligned with organizational goals. Responsibilities include managing project timelines, coordinating with Business Development Managers and SMEs, assigning tasks, and ensuring deadlines are met. The role also involves authoring, proofreading, and editing content for clarity and compliance, as well as maintaining a proposal content library.

RESPONSIBILITIES:

  • Write, edit, and review proposal content to ensure high quality, persuasiveness, and alignment with sales strategies
  • Review and interpret RFPs and technical responses to ensure compliance with requirements and customer needs, while ensuring all content is well-written, clear, and relevant
  • Collaborate closely with the sales team and government support division to maintain consistency In proposals and follow established proposal development processes
  • Create initial drafts, assign tasks, and manage workload distribution across team members in various locations and time zones
  • Manage project timelines and deadlines, ensuring deliverables meet standards, while using project management tools to track progress, allocate resources, and report on proposal status
  • Facilitate meetings with key stakeholders (e.g., Regional Vice Presidents, General Managers, SMEs) to gather necessary input for proposals
  • Ensure proposal accuracy and compliance through quality checks and reviews, while incorporating industry trends to enhance competitiveness.
  • Continuously improve proposal processes and content by applying best practices, lessons learned, and updating the shared content library

QUALIFICATIONS (MUST HAVE):

  • Must possess one of the following:
    • Bachelor’s degree in Management, Marketing, Business Administration, Computer Science, or related field with a minimum of one (1) year of experience managing, authoring, editing, and developing technical responses for governmental agencies
    • Associate’s degree in Management, Marketing, Business Administration, Computer Science, or related field with a minimum of three (3) years of experience managing, authoring, editing, and developing technical responses for governmental agencies
  • Minimum of one (1) year of work experience managing or supporting the proposal development process
  • Comprehensive understanding of federal, state, and local government procurement processes (RFPs, RFQs, RFIs, etc.)
  • Expert in Microsoft Word to include advance knowledge of formatting and editing
  • Strong organizational and time-management skills to handle multiple concurrent proposals under tight deadlines
  • Meticulous approach to ensure proposals are accurate, compliant, and free of errors.
  • Ability to work independently in a dynamic, fast-paced environment and adapt to changing priorities

PREFERRED QUALIFICATIONS (NICE TO HAVE):

  • Experience working with proposal software systems (Loopio, RFPIO, SmartDocs)
  • Experience working with content management systems (Seismic, Highspot)
